DHCP 'not connected'

We have two domains, one NT, one W2k3 on the same subnet.
NT domain services clients that require an application
that doesnt work on 2000 or 2003 server. Once we get rid
of this application we plan to cancel the NT domain.

Currently a DHCP server exists on each domain,one on the
NT PDC and the other on the W2k3 DC. Their scopes do not
overlap.

Just a couple of weeks ago I noticed that some clients
could not receive addresses from neither of the dhcp
servers.

I checked the NT DHCP server service and t looked fine,
but the NT DHCP client service was stopped.

When I opened the W2k3 DHCP server MMC I found that the
the status says 'not connected' but after a couple of
seconds it said 'running' and the PCs could get IPs. This
whole scenario happened twice in the last two weeks
although it was running perfectly fine for almost 4
months.

Any Help is appreciated.

Why do you have more than one DHCP server on the same subnet? There is no
reason to do this, remove the old NT 4 DHCP service (or the whole server if
that's all it does) and widen the scope on your new DHCP server to encompass
the whole network.

IIRC, Windows Server 2003 DHCP service will disable itself if it detects
another authorized DHCP service for the subnet.
