Why do you have more than one DHCP server on the same subnet? There is no
reason to do this, remove the old NT 4 DHCP service (or the whole server if
that's all it does) and widen the scope on your new DHCP server to encompass
the whole network.

IIRC, Windows Server 2003 DHCP service will disable itself if it detects
another authorized DHCP service for the subnet.
