DHCP Looses Scope Configuration Information

I have a Windows 2003 Server running DHCP which looses the
scope configuration parameter for lease duration when the
DHCP Server service is restarted. It is configured for a
14 days lease but when the service is restarted it resets
itself to 0 days (quite bad). The configuartion
information for the DHCP server was originally brought
over from NT4. Any suggestions? Is there a tool to check
the database?
