We currently have our DHCP lease duration time for 8 days. Someone at our
site wants to bump it down extremely low (4 hours). Can someone give me the
pluses or minus about bumping it down so low?

Adv to short leases: when using imaging software or lots of temporary
computers, this will release addresses quickly especially if you have only a
few addresses available, changes to DHCP scopes don't take as long to be
applied throughout the enterprise (for instance updating a DNS server entry
in a scope)

Disadv to short leases: increased network broadcast traffic due to DHCP
leasing, in Active Directory environment can equate to more dynamic DNS
updates depending on how/if dynamic DNS is configured, if your server suffers
an outage than your clients have less available time to run on the IP address
that they have been assigned
