DHCP issues

I need to change things on my dhcp scope at work. !st I want to be able to
scan my network to see who is using a static IP. Is this possable? After that
I wan tto go in and put in another scope right now my cope is on;y about 25
IP's. I wan tto add another but when I do I get a confilct error even if the
range is different. If this doesn't work can I do subnetting or something.
The ob;y critical thing is ehen sers go online tsites from VT must see there
IP as being approved. Is there a way to do these?

Delete the scope, then create a new one with more IPs available.
