DHCP IP reservation collisions

Environment:AD 2003 mixed mode,w2003 standart server sp1
I have one scope class C with those
options:003Router,044WINS,015DNSdomainName,001Disa ble net bios over tcp/ip,
006DNS,046WINS node type.
I made 4 IP reservations for 4 clients.
Some times clients (windows PE) gets wrong IP inspite of reservation on DHCP
server.
Never see it before !
No dublicate NIC exist,no over DHCP server installed on network.
Is anyone knows those problem ?
