The second event (Event ID : 1007) it's not really important.
The range of addresses from 169.254.0.0 to 169.254.255.255 is automatically
assigned to a n.i.c. when you have no connectivity to a DHCP server, to grant
a minimal networking to your operating system.
This is called APIPA and you can disable it, if you want.
The error you have seems to be related to a slow/faulty connection from
"UPP-WWW-2" to your DHCP.
If you had NON connection at all, you'll never have the address assigned.
Some detail on how your network is made would be of help.
