dhcp error message

hi
when I try to see the properties of one scope in dhcp by right click on
scope then properties.
this error message will appear :

"microsoft management console has encountered aproblem and needs to
close . we are sorry for the inconvenience."

I use windows server 2003 sp2 main DC.

but this problem is for that :

These symptoms occur when you try to configure security policy settings
from a Microsoft Windows XP-based computer.

but I dont use XP at all
I use the server directly
