DHCP Error 64 - No static IP bound to this DHCP Server

I have setup a static IP address on the NIC.

I have tried to bind the DHCP server to the NIC.

However everytime I select the NIC, it does not hold the setting. I
have added/removed the DHCP role. I have tried to restore the DHCP
database. I have removed all NIC protocols except TCP/IP.

Does anyone know how to resolve this issue?
