DHCP provides the IP address, which happens before you log in (unless you
disconnect the computer from the network first), so I don't believe there is
any way to do this.
If you don't have too many clients, you could setup reservations for all of
them and then, using a second scope, issue DHCP addresses in a different
subnet (with, of course, whatever options you want -- bogus gateway, etc. --
depending on what you are trying to accomplish). If you do that, no one will
get the "real" DHCP info until they provide you with their MAC address so
that you can create a reservation for them.
This may not do what you want, though. It will control what devices
(computers, printers, etc.) can get valid info from your DHCP server, not
what users.
If someone else knows of some kind of "authenticated DHCP", I'm sure they'll
post (and I'll be quite surprised, but happy to learn something new).
