Is your win 2000 server an AD?
IF yes, then the problem could be because win 2000 not allowing
unauthorised DHCP to work. You can authorise the other DHCP
running on the router.
Start DHCP Manager, click on Action menu and select Manage
Autorised Servers.
Click on Authorise, and enter the IP address of the DSL Router
which runs the DHCP.
