DHCP client fails to start

I did an in-place upgrade from Win2k Server to Win2003
Enterprise Server. When the system came back up, and
Win2k3 was installed, the DHCP client failed to start.

The event log shows error 7023: "The DHCP client service
terminated with the following error: Access denied."

When trying to start it from the command line (i.e., "net
start dhcp"), the error comes back "DHCP Client service
could not be started. A system error has occurred.
System error 5 has occurred. Access denied."

I tried running "netsh int ip reset", and it didn't help
the situation.

What would be causing this "Access Denied" error? I'm
logged in as a domain admin.

Any help would be much appreciated.

I'm having exactly the same problem on a clean install of Win2003
which was then dcpromo-ed to a domain controller. Is your machine a
DC, and are you also running a dhcp server service on it? My only
hypothesis is that this combination is producing the service error
with the dhcp client.
