DHCP and ARP, but no PING

Have a Windows 98 install that won't network properly. I've
tried reformatting and reinstalling the drivers and TCP/IP
stack, but no luck.

The PC configures properly via DHCP, but doesn't seem to
pay attention to incoming ARP packets (it will broadcast
a request repeatedly, apparently ignoring all of the valid
responses). Arp -a from the command line generates a "no
entries found" response.

Ping from the command line just generates ARP requests. Incoming
ping requests aren't answered.

I know this isn't hardware issue seeing that I can boot
and network the machine using a bootable CD with a different
OS.

Anyone know what registry and or .ini settings I should trace in
order to figure out what is wrong with the TCP/IP stack setup? I've
wasted countless hours attempting to treat this as a black box,
I really need to know exactly what to look for.

Unfortunately, no firewall issues. All of the packets are visible on the
Windows 98 machine (as sniffed with Ethereal 0.10.13). Aside from
Ethereal, it's a clean Windows 98 OEM CD install.

After adding static ARP table entries, the machine will generate outgoing
PING requests from a ping command, but still doesn't acknowledge the
valid responses (stdout reads "request timed out"). Incoming PING
requests packets generate no response.
