I bet your 3Com hub uses the same switched mode power supply as my 3Com
router. *That* is the likely cause of your reduced noise margin. Try
powering the hub with a generic non switched mode power supply and see what
happens.
When I had problems with my 3Com router losing synch with the ADSL line
after it been on for 30 minutes or so, it (the router - but not the power
supply) was replaced under warranty. The new one was no better! But as soon
as I replaced the power supply with a different (non 3Com) jobby, it was
fine.
