DFS doesn't confer replication. It is a way of creating a namespace. To do
replication you need to create a DFS link, with targets on both servers then
configure replication. Virtually no one uses FRS replication with DFS in
W2K because it is fraught with dangers and can tie up the network of your
servers. Windows Server 2003 R2 has a decent replication engine which can
replicate file regardless of DFS.
You need to provide more info on what you have configured, like documenting
all the steps you took to set up the DFS replicas
