DFS and Security Tab

I am hosting a Domain DFS Root on my domain controllers. When a user open
any folder anywhere, open the properties, they do not see a security tab. I
have went over permissions a dozen times to verify the user has the rights
to view and modify the permissions on the files and folders. They do not
see the security tab.

Does someone have an answer to this? Is this normal, or something on my
network only?
