How to develop an IP routing drivers?

I need to design an IP routing driver (like SLIP) which would route IP
packets to a user space application.
So, basically this would look like:

IP <----routing table
----/\----------\/-------
Ethernet | routing driver-----PTY TTY---> Application.

Could anybody give me a clue where to start and is there any examples,
tutorials on this.

It's already a part of the standard Linux kernel: "modprobe tun".
