Do you mean you want to determine whether a NIC is capable of 100,
or that you want to determine whether it is actually running at 100?
For the former, you can generally look up the model number at the
web site of its manufacturer, and can often look under Control Panel
-> network -> properties for the NIC to see whether it has a "speed"
parameter that has 100 as an option. Sometimes the identifier of
the card itself in the Device list will indicate.
For the latter, look at the status lights on the card and/or the
hub or switch to which it's connected.
