Detect Network bottleneck

Our company recently adopted a new program that all data communication with
another branch are done through this new application. As a result, we find
out our network, especially internet connection, becomes very slow.

We currently use frame relay to connect offices. I would like to find out
if there is a bottleneck exists. Since I am a new network administrator, I
lack the necessary skills or experience to find this out in a professional
way (unfortunately there's only myself work as the tech support in this
office). Or in other words, I would like to know how experienced network
administrators will do to detect bandwidth bottlenecks.

From my own knowledge, I will access my router (gateway) and take a look at
what kind of traffic is going in and out. Could you recommand any specifice
Cisco commands that I can use? Is there a specific Cisco command that will
generate statistics about these packets?

Another way that I can think of is to put a sniffer on the nework, or
install it on the server that hosts the new application, and have it collect
the data that's running on the network. I have used Ethereal before, but I
don't think it can generate good statistics reports (spare me if I am
wrong).

In any case, could you share with me your experience and show me how you
would do if you want to find out if you will need to add an additional T1
line for the branches.
