How to detect/determin who has offline folder sync'ing turned on?

I suspect that someone on my network has some type of offline folder
synchronization turned on and when it sync's, it's killing the bandwidth
on the network. Is there a way that I can determine/detect if any of
my workstations have off-line folder synchronization turned on. Is
there a registry key, or some other setting that I could check for?

Not sure, but if you don't want offline files being used (I don't) you can
disable them on all your shares. And/or prohibit its use via group policy.
