Delegation of IP address change

Hi,
I would like to delegate ipadress change previeleges to the end users and at
the same time I don't want to give them administrator privileges on their
local machine, the machines are windows 2000 professional machines, Network
Configuration Operators is not available. Also is it possible to create a
group at the local machines and give the required permission or ACL to that
group.
Any help is highly appreciated.
