Delaying packets using Token Bucket Filter

I have a linux box set up as a router, with 2 PCs connected to it via
ethernet interfaces. I can successfully ping from one PC to another.
Now, I'm trying to set up traffic shaping, by adding a tbf qdisc on
eth0.

What I am trying to achieve by doing this is to delay messages sent
from one PC (connected to eth0) to the other, by say, 5 seconds for
experimentation sake. I am testing this by pinging from the PC to the
other. HOWEVER, I have no idea about how to force this kind of delay,
ie. what the settings of latency, burst and rate should be.

Can anyone please help??

I saw a reply to a similar question that said it was possible using the
iptables QUEUE target to send it to userspace and delay with a program.
