delayed cardbus network startup (since 2.6.12.2)

Since upgrading my kernel from 2.6.11.7 to 2.6.12.2 (and also with
2.6.13 and now 2.6.14.3), I've been experiencing a variable delay
of 0 to 60 seconds when booting before seeing the following message
and being able to use the network:

eth0: Setting full-duplex based on MII #0 link partner capability of 01e1.

The network card is a 3Com 3cCFE575CT, laptop is a Winbook Si,
pcmcia-cs is version 3.2.8. Other network cards (non-cardbus) work
OK. The kernel configurations are essentially the same.

The device shows up in "lspci" immediately, so the suggestion on
the linux-pcmcia list was that it's probably a network driver
problem, not a cardbus/pcmcia problem. I've received no response
from the netdev list.

A race condition, perhaps? Any suggestions will be appreciated.

I'm running similar hardware on a Toshiba laptop:
http://bugsplatter.mine.nu/test/boxen/tosh/

440ZX + PIIX, but with Xircom RBE-100 CardBus NIC, no problems with
2.4.latest or 2.6.latest.

Are there no hints in the logs? dmesg? dhcp client?

Sorry I don't remember what changed 2.6.11 -> 2.6.12 in this area.

Nothing in dmesg or syslog, other than the "Setting full-duplex.."
message showing up later. I'm not using dhcp on this card.
