Is it possible to send cctv signal (straight from a camera)through a hub or
switch and somehow connect the output to a monitor without using a computer,
maybe some kind of decoder(assuming a hub encodes the signal?!? )
any advice gratefully recived, dont be too hard on my lack of
knowlege..........we all start somewhere.

I've just been doing that, look at axis and indigovision. They seemed
to know what they were talking about and had some good products. I
found Computer Networks Limited to be quite good at sorting me out
with what I wanted.

I went for Axis for my solution.

A video signal from a normal camera won't make it through the hub, you
can send such a signal over twisted pair though, so it might be possible
to do this if you can tap the wiring (one spare pair needed in Cat5) .
You'd need a little hardware at both ends though. Would probably be
cheaper to run the coax.

Can I take it that a hub or switch encodes the signal?

If you use an IP camera it will transmit using TCP/IP. Have a look
here, I think the example shown is a larger version of what you're
wanting to do.
