DCOM network service problem

I get the following error:

The application specific settings do not grant Local Activation...."

I happens to be the {27AF75ED-20D9-11D1-B1CE-00805FC1270E} CLSID, which
happens to be the NETWORK SERVICE that is denied.

Is there any risk in changing the DCOM security settings for the NETWORK
SERVICE in this case (I know how to do that)? In other words: what is
triggering the events and is it a system problem or something bad.
