By default, when a dhcp client first boots it will try to renew the IP
Address it had the last time it was up. If your environment is Windows
2000 or later, you can configure the clients to release their IP Adresses
when they do a proper shutdown and therefore they would just request an IP
Address the next time they boot. Your other option would be to consider
short term leases however that would generate additional network traffic
due to the quicker renewals.
