Data transsmision on WinXP Pro SP2

Quick question

and easy answer. I hope.

I noticed that my computer is slow when sending data bat receive at full
speed (20kb/s vs 8500kb/s). Does someone know ansewer to this?

configuration:
Win Xp Pro with SP2 onboard
network card: 10Mbps(20)/100Mbps(200)
