If it were I with such a problem (and you have with almost 100% certainty
identified the nature of the problem), and I just 'had' to get that machine
working, I would remove all of the cards (removing each device in 'control
panel/ system' ie. modem, network card, sound card) and re-install each card
beginning with the network card.
Other cards would follow in the order of: modem, and lastly the sound card.
You are doing this because manufacturers of sound cards have long shipped
driver installation programs that tend to make overly optimistic assumptions
about devices that you may have that may be sharing the system with there
product.
If this didn't work, I'd contact the manufacturer and ask for shipping
Instructions.
