What are CUPS printing CGI files written?

I can't read them, am having trouble, and wanted to know what they
were written in. Are they binary? Take printers.cgi for example. Thanks.

Binary, eg.,

# file /usr/lib/cups/cgi-bin/printers.cgi
/usr/lib/cups/cgi-bin/printers.cgi: ELF 32-bit LSB executable, Intel
80386, version 1 (SYSV), for GNU/Linux 2.2.5, dynamically linked (uses
shared libs), stripped
