Critical updates not working

Hi,
My daughter's machine that she has brought home form work is in poor
shape. It does not have the Start/windows update icon. When I get to the
MS site it tells me I need 18 critical updates including active X. I go
through the usual process and it starts to download with the time bar
running etc. It stops and tells me that now updates were installed.

Do any of you guys have any ideas what may be wrong?
