which user has the ability to credential the DHCP server in the AD. When I
want to create a new one, which premissions I must create for it?

to do what ?
Do they administrate the DHCP, then do the
User to the DHCP-Adminstrator Group.

When we select the "secure only" option in AD-intergrated zone, we must
define a user account in the credential dialog box at the Advanced tab in the
DNS server, to allow a DHCP server earn the ability to update or register
objects in this situation. Right?

Now my question: Which users has this ability and if i want to create a new
one, which premissions I must define for it?

You mean in the Advanced Tab from the DHCP-Server ?
Create for this, an User account and set in the properties from
this account, that the password never expired.

If DHCP is installed on a DC, create an User for that.
Or you use an account, that is member in the
DNS-Adminstrator Group. But a normal
User account do its too.
