Create L2TP tunnel without IPSEC

Hi,

I want to create a L2TP tunnel from XP to Win2K3 without IPSEC. I
installed/configured RRAS to support VPN on Win2K3 server and also
create a VPN connection on the XP. I was able to connect using PPTP.
To connect L2TP without IPSEC, I followed http://support.microsoft.com/kb/258261
and restarted both XP and Win2K3, but when I tried to connect using
L2TP VPN without data encryption, I always got error 741, saying
"local computer does not support encryption". Any idea? TIA.
