Create folders with specific, non-inherited permissions via script?

Can anyone share a method to create an identical folder with specific NTFS
permissions (and no inherited permissions) many times in separate folders
via scripting?

For example, if we had 1000 folders underneath a share, and we wanted to
create a 'Top-Secret' folder with specific NTFS perms underneath each of
the 1000 folders, without inheriting those folders' permissions.
