Either your USB drivers aren't up to the job (possible but not very
likely), the USB chipset is not up to the job & your PC power supply is
maxed out with everything it has to deal with before the modem is
introduced.
When a PC boots up it uses the max power just to get the HD up &
spinning, the graphic card working etc, once it's booted up the power
drain goes down so it can cope with the demands of the Speedtouch
(spit), which is possibly one of the reasons it won't boot.
The easy answer would be to go & get yourself a ADSL router (but have
you got a network card, most PC's have). You could try buying a powered
USB hub to see if that helps. Ultimately it's your decision, good luck
