Cost Benefit Analysis for a Network Mgt System?

Can anyone refer me white papers or other references that might involve
a Cost Benefit Analysis of using a Network Management System? e.g.
the reduced operations and maintenance cost for a network when having a
comprehensive Network Manager System to do things such as control
configurations, monitor network performance to proactively address
failure or degradations and manage an efficient trouble ticket process.
Id like to do a cost benefit analysis to convince the "money" to move
forward on a NMS. I wanted an example to follow and potentially have
some cost metrics to draw from.
Any thoughts appreciated.
