If the DNS and WINS work, I would check the Master Browser using browstata.exe.

Recent Problem. All of a sudden we cannot see any computer or server in one
site when browsing My Network Places. We also cannot map a drive to these
servers or open a window via UNC. If we run a seach for these servers buy
either netbios name or FQDN they are not found.
What we can do, we can ping them, we can gather NBTSTAT info from them (by
either name or IP), we can tracert to them. They do show up in DNS and WINS
properly.
One of these servers holds user folders for the users at that site. When
they try to log in to a Terminal server at Corp they cannont map their user
drive and it takes them 30-40 minutes to log in. They cannot map their user
drive because they cannot see those servers.
From any PC at that site "My Network Places" polulates with all those
computers and their servers. It is only from our other 5 sites that they
cannot be seen.
I have checked and verified DNS and WINS are both functioning properly. I
have verfied AD Replication is working properly. I have verified that all
those computers and servers are in DNS, WINS, and where they are expected to
be in AD Users and computers.
What am I missing?
Thanks,
