Controlling Outgoing Traffic on Windows Desktops

Assuming I am not using any kind of firewall, is there a way, using baseline
configuration or registries in windows xp pro or windows 2000, to only allow
communication over udp 500, 50, 51, and 53 ports?

I can't think of any way you could do that. I also can't think of any
reason why anybody would want to that!

I agree. If the machines are joined to a domain, including networking
communication functions, there are around 29 ports that need to be opened,
including the ephemeral ports (UDP > 1023), otherwise they just can't
communicate.

Protect the edge is a better practice.
