Control Panel Error

Hi, I have recently got a 2nd hand Hard Drive from a
computer that was on a network with the control panel
disabled by the system adminstrator. I still get this
error now when I right click on the desktop. the exact
message is:

"The Control Panel has been disabled by your system
administrator"

Is there a file I can delete to allow me acces to the
Control Panel?

Use SFC.EXE to extract a new copy of RUNDLL32.EXE from your Windows 98 CD or
Setup (CAB) files on the hard drive, then restart the computer.

I tried that and a few other thinks. In the end I went
into DOS and deleted the windows directory and then re-
installed windows. I can now get in.
