ISA/Proxy is what you need. If you have a router, it may have filter feature.

Dear All,
I am using DHCP for (IP, gateway, DNS) allocation, the problem is that I
want to control internet access for guests and other foreign users. How to
acheive that? My LAN switches in rooms are not managed but just the primary
switch is managed.
I need any powerful control level (authentication) before the user can
access the internet. Somebody told me that I can use ISA server, but now I
don't have it. Is there any other method to achieve that? If only ISA is the
solution, how to implement this?
