Constant sending to all ports

I have an MN-100 directly hooked up to my PC, and a cable
modem. What my question is, The MN-100 (hardwired) sends
1k of data (in 5 packets) to each and every port on my PC
(1 second apart), a packet sniffer shows that it is the
same data in each packet...what is the base station doing?
