connectivity problem and arp-d fix

We have a w 2003 server with some shares. When another pc tries to access a
share with \\server-name\share we get the message that the server is not
available. If I do a arp-d on the server then connection is restored. ALways
immediaterly.These connections are dropped every 4-12 minutes. In that 4-12
minute window if you try to connect it works but takes 90 secounds to 2
minutes to connect. Also when the connection drops the server is not able to
surf and an nslookup command can not find th dns server but it can be reached
with an ip ping. If I do an arp-d all is normal. I have uninstalled the nic,
added a different nic from a different vendor. Fixed the tcpip stack with
netsh. left the domain rejoined the domain. Ip address pinging always works.
We reinstalled windows and theproblem is still there. Server is a Dell 2950

Sounds as if you are having netbios issues.

What do you see when you do a 'net statistics server' ?
are you using a WINS server?
What happens if you do a NBTStat -RR?
