Connection to RAS server via client dial up not working

We have a RAS server and I was not around during the setup process. I
checked the logs and it appears that it has worked as of two months ago.

When I try to connect to it now with a client over a phone line, I'm not
getting a response.

Is there any documentation or suggestions for troubleshooting?

Do the modems connect and do you see any TX and RX? Like does it sync
try and send data then fail? Are you able to use a computer on the LAN
and try to do the same thing, create a RAS connection over the LAN,
this will prove if it's the RRAS server or possibly serial or hardware
issues. Lastly ensure the account that it uses is not locked out and
maybe reset the password.
