connection is good, but no data transfer

I have a DSL connection backed up by dial-up. Neither
transfer data to Explorer or Outlook Express. When I run
the winipcfg and use the release all, renew all commands,
the connection finds and returns the IP addresses.
Likewise, the dial up connects at an acceptable speed. But
Outlook Express returns a cannot find server command,
Explorer returns a cannot dsiplay page error. Tyhe
connection is there, but it seems data is not being
conveyed from the netwrok card or modem to the
application. Any ideas?

Win 98SE, IE6, no firewall. Single PC connection.
