Domain or workgroup?
All clients joined to the domain?

OK - well, you can put a shortcut on any desktop, that points to the app on
the server - use either the UNC or a drive letter if they use those.
Who administers this network? I'd talk to them....

There are many ways to do this. In a workgroup environment, probably the
easiest way is to create a batch file which maps the drive or just a UNC
path to the share (\\servername\sharename\application). Then copy the file
to each client - copy it into C:\Documents and Settings\All Users\Desktop.
