Connecting to a server overseas

My daughter is at the University of Antwerp for Spring '04
semester. She has been trying to connect to the
University's server for 2 weeks now to no avail. No one
seems to be able to help. She has a 2-year old IBM
laptop, Windows 98, and a brand new Ethernet card. Does
anyone have any suggestions? Please help - no one speaks
English to get a computer person in!!

HOW is she trying to connect?

TCP? FTP? Over the Web? By e-mail? Via a VPN?

And what error stops her?

BTW, if she is actually in Belgium on a local connection,
does she have an account? Is her ethernet card connected
by a CAT5 cable to one of their switches? Has she set her
IP address and netmask to be compatible with their system?

Als BTW, I found when I was there that lots of Belgians speak
perfectly good English.
