I can successfully connect to my mac on the net through my FTP app, I simply
turn on Remote Login and then in my remote FTP enter my IP address and u/p
and I'm connected.

I've tried to do the same with my XP pro machine but everytime I try to
connect I get connection refused.

I've forward all ports to the machine, I can connect to it via HTTP but
everytime I try to SFTP into it I get connection refused. Is there some
setting that needs to be switched on somewhere or do I require addition
software?

You need to be running an FTP server before you can connect to it.
Here's a free one: http://filezilla.sourceforge.net/
