It's not a physical switch - it's a switch in the configuration!

I would suggest resetting the router to factory default, and starting from
scratch
There is NO NEED to set up ICS for networking PC's with a router - your
router is the host, and all PC's are clients.
Uninstall ICS from both machines
Then set both to get their IP from DHCP in the normal way - the DHCP server
is the router, which will then assign the machines an IP - to allow
filesharing between the ME and XP machines you should check that they are
both assigned to the same workgroup name in System Properties|Computer Name
(XP) and Network Properties|Identification (ME) - note that the workgroup
name and the computer names must NOT have spaces in them, or networking is
likely to fail.
The desktop doesn't create ANY wireless signal. All the desktop knows is
that there's a router, and it sends all network data to that - the router
then decides where it goes afterwards (either by the WAN, LAN, or Wireless
side of the interface.)
If the laptop can't see a signal ,then you have no hope of getting any
wireless networking to work, whatever!, so check the settings in the
router - the configuration may have the Wireless switched off. Assuming the
router is switched on for wireless, and the laptop likewise, and they are in
range (in the same room, preferably, for setup), then if the laptop can't
see the network (let alone connect to it), there is a problem with the
hardware, and you need to see whether the laptop can see anyone else's
working wireless network - if it can, then there is a problem with your
router.
