connecting to internet

For the past year i have had this problem. started
getting internet error: INTERNET EXPLORER was unable to
link to the web page you requested, or can not display
page. this happens on any web site i try to get.
when i try and get online it takes the third attempt
(dail) to get aol, a aol tech told me that i need to have
the dailup networking unistalled and re installed, but one
of the fellows on this news group said that if that was
the case i could not get aol at all.
i have a xp home edition if i could get the microsoft
web page up they could check out my pc and tell me if i
can upgrade my __-windows 98se-.
well anyway any help i could get would be greaty

PS: i have noticed here lately, that no matter what web
site i try to get it says (at bottom
left) connecting to site 205.188.146.146.

That's your computer trying to connect to your aol web proxy.
