connecting 2 machines

I have 2 machines (amd p4) with ethernet.
In one machine 2 o/s loaded win98 & xp and in other only xp.
I cannot browse either machine on network or search one from the other.
I have tried giving static ip address / automatic ip.
changing the workgroup / computer names.
from win89 browsing network gives workgoroup name and own computer name.
From xp it gives "do not have permission to resources contact admin..
The list of servers not avaliable.."
even though I have logged as administrator and also have full shares.
When both machines are booted in Safe mode with Networking in XP mode then
they can browse each other.
I have disabled all antivirus and spyware software.
I think a file / service svchost.exe is causing the problem, I would like to
know if it is a mocrosoft file/service?

When XP file sharing works in Safe mode with networking and doesn't
work in normal mode, the problem is probably caused by an incorrectly
configured firewall program. Note that some antivirus programs, such
as Norton Antivirus 2005/2006 and PC-cillin, contain firewall
components.

C:\Windows\System32\svchost.exe is an essential Windows XP system
file. A file by the same name in any other folder is suspicious and
could contain a virus.
