Connect networks

I have the following situation andi need help.
I have 2 buildings connected with T1 local loop.

Building 1: 193.106.10.0
Building 2: 193.106.20.0

In the second building i need to add another network 193.106.30.0 and
combine 20 and 30 alltogether.
How can i do that, i want to have 1 DHCP server in bulding 2 that will
provide ip addresses to 20 and 30 networks and everybody can connect to any
of these networks and from building 1 everybody should see both networks 20
and 30.

Why not just use the one network in the building and not two? DHCP
can't hand out two separate IP address ranges without you entering
reservations for all systems specifying the address.
