Confused on Entire Network

1 of my 2 Domain Controllers show only Microsoft Windows Network under the
Entire Network in Windows Explorer. The other DC and most of my client
machines show following the options under Entire Network;
Microsoft Terminal Services
Microsoft Windows Network
Web Client Network

Error after running dcdiag /e /v /c /fix /fC1106.txt I receive the
following;
Event ID: 10009
DCOM was unable to communicate with the computer 129.71.254.12 using any of
the configured protocols
Only on the JCDC01 DC the other DC JCDC02 seems to be fine.
but when I run netdom verify jcdc01 from either DC it verifys OK unless the
DC was just restarted. If I run netdom verify jcdc02 from either DC it
always failes with;
The command failed to complete successfully.
Help !
